DHS Proposes Federal Rule on OPT and STEM OPT Fees

The Department of Homeland Security (DHS) has published a that would establish new fees for Optional Practical Training (OPT) and STEM OPT. Under the proposal, institutions would be responsible for paying a $70,000 fee for an initial OPT recommendation and a $30,000 fee for subsequent recommendations, including STEM OPT extensions.

This proposal is not currently in effect. Current OPT and STEM OPT application processes and fees remain unchanged unless and until a final rule takes effect.

DHS is accepting public comments on the proposal before determining whether to issue a final rule. ISSS is monitoring developments and will provide updates as additional information becomes available.
